Deptt. of Social Security. Unemployment insurance scheme- Examination of the proposal of the proposed schemes, (1) Pilot scheme for Un- employment insurance for members of the Coal Mines provident fund and (2) Un- Employment insurance scheme for members of the employees provident fund were opposed by the Ministry of Railway. In regard to the proposed pilot scheme it was pointed out to the M/O Labour that the implementation of any such Scheme for members of the Coal Mines provident fund was likely to escalate, as a natural corollary, the current prices of the varieties of Coal which Rlys were consuming. It might also result in increase of the cost of power generation in the country including operational co 1st of Rlys, there by running counter to the policy of holding the price line in the country. As far the proposed scheme for Un- employment insurance scheme for members of the Employees provident fund, it was pointed out of the M/O Labour that since the ratrenchment of staff on Railways was rara contigency and the majority of the Rly. employees would not derive any benefit from the proposed scheme. But the Railways would still had to make full payment under the scheme for all their employees concerned and their financial liability in this connection would be forbidding. It should be difficult to under take such liabilities in the present difficult financial situation. Further in view of the setting up of a National Commission on Labour and of the far reaching financial effects involved under the proposed Scheme, the Ministry of Labour were advised to consult the M/O Finance first in the matter
