Passing of Departmental Examination by war service candidates appointed to the Superior Railway Services. Decision that in the case of war-service candidates appointed to the T.T. and C.D., Establishment Deptt., I.R.S.E., Engg. and Trans. (P) Departments, no increment should be allowed beyond those due to them during the three years following the dates on which they have actually joined railway service unless they pass all the prescribed departmental examinations
