Rules and Regulations. Reference from the Union Public Service Commission to the Ministry of Home Affairs as to the exact position of the Railway Services with the passing of the New Constitution. After detailed discussion, it was settled, that the Railway Ministry. (a) will have complete responsibility in regard to the exercise of rule making powers in relation to all Railway Services, except in so far as (1) reservations of posts for minority communities, and (ii) and consultation with the Union Public Service Commission, are concerned in respect of which the Railway Ministry shall abide by the rules and general orders issued by the Ministry of Home Affair. (b) will consult the Ministry of Home Affairs on important maters which are likely to have a repercussions on other services
