General Instructions Provisional Panesl (i) Holding of Selections should be planned to nusure that a new Panel is Available as the existing Panel is Exhauted. (ii) In Exceptional cases a Provisional Panel be Published and operated. (iii) Provisional panel should be such that when the final panel is published is does not envolve a replacement of the names published in the provisional panel but only a Revisional of the order of the names published the Provisional panel due to the Nclusion of Additional Names
