Item 10 officiating period for the purpose of officiating pay and other benefits. (1) The need to implement the orders issued by the Board regarding officiating promotions in short term vacancies, particularly those relating to the workshops staff contained in para 1 (1) of their letter No. E(T)53TRB/5 dated 6.8.55 though the number of staff employed in a workshop may be quite large and absenteeism spread out. All the same Chargeman concerned must be able to identify who are absent and to suggest officiating promotions for the approval of the comments authority. To over come difficulties regarding frequent transfer from one shop to another in such cases it was suggested that senior people should be spread out in the various shops or a system of local promotions in short term promotions established by rule and a special drive should be under taken in one or two selected workshops on each Railway so that the benefit of short term officiating allowance could be extended as quickly as possible. (2) As already clarified in para 2 of Board's letter No. E(G)64EC2-6 dated 9.7.64, the orders contained there in are not applicable to categories of staff covered by the orders contained in Board's letter No. E(R)49RS- 3 dated. 1.7.49 and E(T)53TRB/5 dated 6.8.55 accordingly in their case the necessity of obtaining the prior personal approval of the Head of Department should not arise. (3) In the case of workshop staff other than those to whom officiating pay is admissible without any restriction of time limit, when an officiating spell is broken only by such an unpaid holiday for a workshop the two continuous spells before and after the unpaid holiday should be treated as constituting continuous spell. However, the unpaid holiday itself should not be reckoned for purposes of payment of officiating
