The Bd. decided that through the scope for employment physically handicapped persons is extremely limited, the cases referred to the Rly. Admns. by the special Employment Exchanges should be considered sympathetically. The following procedure should be adopted for employment of such persons:- (i) As and when handicapped persons are recommended by the special Employment Exchanges for employment against class III and class IV posts, they should be immediately medically examined by the C.M.O. or the District D.M.O. to find out whether the persons concerned are fit for any post on the Railways and (ii) If the persons concerned are found fit, they should be offered employment in class III and cl. IV. services according to their qualifications and their otherwise being suitable based on their ability to perform the duties pertaining to the posts offered as recommended by the Deptt. concerned. Such of the handicapped persons as are considered suitable for appointment in cl. III categories, may be directly appointed without the agency of the R.S.C.
