Request from Mr. C.F. Andrews that the Govt. of India should state in a communiqué their declared policy in regard to the impressments of labour and supplies in British India. intimation to Mr. C.G. Andrws that so far as the officers of the Postal and several other departments are concerned, they are allowed no special privileges in the matter of demanding labour or supplies but a subject to the laws, rules and regulations of the Province in which they may from time to time be.
