Question raised by the D.G.P.T.as to (a) Whether the infiliction of punishment by an authority other than the intial punishing authority or the spontanuous revision of the punishment by such auhtority is permissible under the appeal rules . (B) If so whether the officer concerned will automatically obtain a right of appeal to the authority higher the Schedule appellate authority in cases in wahich the letter becomes the intitial punishing authority . (c) Whether the D.G. has the power to review and revise the order of the appellate authority . (d) If not , who has this power?.
