Intimating with reference to the despatch from the Secretary of State for India of the 15th July last, that Colonel Haughton has expressed himself much pained at the censure implied in it, and has explained that he did not make any intimation to the Bhootan Government himself of the nature of a threat to impose a fine of Rupees 1000 per diem on the Deb Raja of Bhootan.
