In reply to a letter of the 9th Instant states that in addition to the reasons urged in my report no453 of the 17th ultimo , the grant of even the reduced Mess allowance , of rupees 60 per mensem to the Recruit Depots of allahabad and Poonamallee when three or more officers may be present and ordred to do duty with the troops Sttioned there appears question able on the ground of extra expense that these or similar Depot have existed for many years, without any permanment Mess establishment , and no office expect to enjoy and advantage of this disposition will he joins his Regt.
