With reference to a letter of the 6th Instt. relating to the ineligilibility of Tarragoneah, in the Hooghly District as an encamping ground for Troops, submit their observations on the Several Suggestions offerred by the Civil officers Connected with that District. State their opinion that it would be better for, in every point of view, to make larger use of Governor Steamers, than at present, in Conveying European Troops by River to Allahabad, & thence at ove marching them on the theri destination.
