States that, in consequence of the Troops on board the ship treumeet under his charge, having been put on short allowance during their passage to Calcutta, & the Master of the vessel having refused to pay compensation Money for the troops, he declined signing the necessary Documents to enable the Master to botain the passage Money for the Troops-Observations.
