Manorial of Mr. S.N. Kapur, I.S.E., Punjab, praying that So long as fit officers belonging to ISE are available they should be appointed in preference to officers of the Provincial Service, to any of the posts named in the first Schedule to the Reserved Posts (O.S.) Rules ,even if the additional posts were created on the provincial Scale; and that the distribution of the reserved posts should be adjusted so that all posts sanctioned on Provincial scale are included in the higher category and a corresponding reduction shown against the lowest category.
