Enquiry by the Bengal Government as to whether in the case of newspaper attacks on Ruling Princes and Chiefs in should be left to the State concerned to take action to prosecute under the Emergency Powers Ordinance. Decision that Local Governments can take action under the Emergency Powers Ordinance subject to the concurrence of the Darbar concerned.
