Arrangement for the transfer, when occasion may require, of juvenile offenders from the province in which they are convicted to a reformatory school, if one exists, in the province of which they are natives or in which their relatives may be domiciled, provided that no such transfer shall be made without the previous concurrence of the local Government, or Administration to whose territories the juvenile offender is to be sent.
