Regarding the honor to transmit the accompanying copies of communications from the Governments of Bengal and the North-Western Provinces, and of the Lists therewith submitted of persons who have been exempted by those Governments, under Section 22 of Act No. VIII of 1859, from personal appearance in the Civil Courts.
