In reply to letter No. 50 dated 6th July relative to the appointment of Judges to the small Cause Courts established in the Lower Provinces, states that he is sorry that the Govt. should have made these appointments, as it can hardly be received that the ends of justice can be furthered by the office of Judge being filled by a person totally igrwant of the language in which nearly all the evidence must be given. Trusts that Messers. Boulwais & Dale may be able to pags on nomination at the close of a year in the vernacular language, as directed in his Dispatch No. 119 dt. 1861.
