Forwards, for consideration of the Governor General in Council, copy of a letter from the Registrar, High Court, North-Western Provinces, representing the necessity of legislation in view to the amendment of Section 30, Act X. of 1862, under which stamps are required to be affixed to papers filed in Courts of Justice, but the provisions of which do not apparently apply to the High Court, which is established by Royal Charter.
