Petition from Capt.John Phillips recounting his experiences from the time he first left England in 1765 till his Appointment to the Command of the Snow Huzzar, complaining of wrongful imprisonment under the authority of the Committee of grain , stating that his law suit against the Committee of Grain gave him only negative satisfaction soliciting the Board to grant him adequete compensation , and enclosing the attested copies of the depositions taken at the depositions taken at the trial.
