Draft of a reply to the Select Committee at Fort St. George, expressing regret that the efforts to afford them relief at a critical juncture should have been found fault with, mentioning their very strong reasons for accepting so large a contract with Touchet, enclosing a copy of the reply from the agent for supplies, who was called upon to account for the inferior quality having received, instructing them how to prevent this evil in the future, explaining how the deficiency in the cargoes of rice sent to them must have occurred, requesting them to desist from sending any more prisoners of war to Bengal, and intimating the despatch of the Dartmouth, Yarmouth, Indus, and Intelligence, and the despatch at an early date of two vessels laden with power.
