Secretary - States that the Lieutt. Goom considers it very desirable that both the Secretaries to the Government of Bengal should accompany him to Darjeeling and requests that Mr. Chapman under Secretary to the Government of India in this Department may be permitted to Officiate also as under Secretary to the Government of Bengal during his Honors absence from Calcutta to Experiment in communication with the teritories at Darjeeling the transaction of the ordinary current routine business of the Bengal Office.
