To Secretary - In reply to above concurs in the view taken by the Board of Mr. C. I. Mackenzies conduct and desires that he may be censured - adds that this is the 2nd occasion in which Mr. M has been brought unfavourably to the notice of Government . Remarks that the Board do not state the practice in cases of Medical Certificate but the Certificate produced by Mr. Mackenzie does not warrant any extension of the period allowed by the rules to remain in Calcutta and unless a more deficulte one is submitted wick may be sent to complete his studies in the interior.
