Officiating Superintendant - As requested in letter of the 18th April submits a report uponthe working of Rules and 8-10 of rules for the transmission of Message by E. T. and suggests the adoption of a course for ensurring a more strict attention and compliance with the first 10 Rule than is generally observed.
