From - States that it has already been decided in the Military Department under orders of the 2nd May last that if an Officer obtain privilege leave in one month and in extension thereof obtain one months leave on private affairs in the following month he is entitled to court the first month as privilege leave but that in the case of an Officer obtaining leave to proceed to the Presidency proparatory to embarking to Europe on Furlough or on leave for 6 month on private affairs under Sec. IX of the new Military leave Rules no portion of such preparatory leave can be treated as privilege.
