Director General Post Office - Submits the report Called for on the 2nd Instant respecting the refund of Postage charged on covers, the contents of which relate to the Public SErvice but are not franked and to the mode in which Charges on parcels transmitted by Bullock Train are to be adjusted States that his recommendation on the latter subject is contained in his letter No. 519 A dated 16th April. Hopes that no further relxation will be made in the rule regarding unfranked letters, and observes that officers reporting their departure to Europe ought to pay the postage on their letters.
