To Secretary - Bombay - Forwards Para 9 to 12 from a Despatch from the Honble Court No 138 of 1857 of 28th October relative to the question which was raised with reference to the proceding of the protector of Emigrants at Madras, as to the Manner in which the number of Emigrants ot the carried in each and hip should be competed and requests the Governor in Council opinion on the subject.
