Decision that in cases where 3 scales of pay have seen prescribed for skilled posts on the workcharged establishment lowest scale should not be applied to workers who were in service on 1.1.1946 and that all such workers should be put in the intermediate scale. The workers who might complete 2 years service after 1.7.1946 should not be declared as Semi-permanent. The unit for purposes of retrenchment promotion etc. should be regarded as a CPWD Circle. Restriction reg. retrenchment should apply only to W.C. staff employed on maintenance and not to those employed on construction projects
