Decision that all employees who were in service on January 1, 1946, should be placed in the intermediate range in circumstances where three pay scales have been mandated for skilled posts on workcharged establishments. After 1.7.1946, employees who might complete two years of service shouldn't be classified as semi-permanent. For the purposes of layoffs, promotions, etc., the unit should be recognized as a CPWD Circle. Only employees working on maintenance projects should be affected by the restriction reg. retrenchment, not those working on construction projects
