Discipline and Appeal Rules: (1) Clarification that, unlike enhancement on appeal, a punishment increased in accordance with Rule 1736(2)-R.I. should be treated as an original order. Therefore, there is room for further appeal in the former scenario but not in the latter, because the initial disciplinary body has the jurisdiction to apply the increased penalty. (2) In the event that a minor penalty is to be imposed following consideration of a countercharge for the imposition of a large penalty, all that is required is to inform the employee of the proposed minor penalty and inform him of his right to object to it. The small punishment may ultimately be assessed after taking the defence into account, if necessary. (3) Detailed directions on how to proceed with discipline when an accused flees the scene or is away without permission, or when the charge is simply absconding or unauthorised absence. (4) There were deadlines for the accused employees and the disciplinary authorities to complete specific phases of the disciplinary processes. (5) The higher disciplinary authority that initiated the proceedings should decide how to proceed. (6) Before the inquiry officer, assisting railroad employees and union representatives are allowed to cross-examine, examine, and re-examine witnesses' depositions
