It was decided that since the Air Conditioning Plant Section is located in the administrative building and is involved in the operation and maintenance of the air conditioning plant's pumps and compressors as well as the maintenance and transmission of electrical power supply in the administrative building, it cannot be considered a factory and that the Factories Act, 1948 should be applied to all employees under Electrical Foreman (Colony) DLW. Therefore, the Factories Act of 1948 does not apply to the 18 workers of the EFO Colony's Air Conditioning Plant
