Reference from the Northern Railway asking Board's order om the following points 1. Whether the concession regarding issue of railway material to Quasi Railway Organizations (Scouts & Guides Association etc.) should be allowed or not. 2. Whether transport charges in respect of the few transactions relating to the period prior to the concession of issue of free kit passes viz. 5.6.61 may be recovered or waised. Decision that railway materiel (Tarpaulins, Shoudaries, Durries ect.) required by the Quasi Rly. Organization for short duration for rallies and camps ect. may be issues free of hire charges to these Organizations. Ex. post facto sanction communicated to the Waiver of the recovery of transport charges in respect of a few transactions pertaining to the year 1960
