Railway notified them that the Selection Boards determination of their suitability for the panel would govern their relative seniority based on their order of merit. (ii) No person chosen for promotion to gazetted ranks should be separated into suitable and entirely suitable categories. The proper course of action is to assemble panels of fully qualified men in the merit-based order specified in Board letter No. E44PM12, dated 12-4-46. (II) Railways provided general directives.
