Consideration of the question whether such class II officers as have acquired protection from reversion from Senior Scale, can be reverted. (a) Temporary Assistant officers should be considered for permanent absorption in Class I as also for officiating promotion in Senior Scale on an all Railway basis in the order of preference assigned by the U.P.S.C. at the time of their recruitment. (b) (i) Class II officers of major Department viz., Civil Engineering, Transportation (Power) and Mechanical Engineering, Transportation (Traffic) and Commercial Departments and Personnel Branch of the Railways should be considered Railway-wise for permanent promotion to Class I and officiating promotion to Senior Scale. (ii) In the case of Clause II officers of Departments other than those detailed in item (i) above also, the permanent vacancies available for promotion should be allocation to the various Railway Administrations on the basis of the standard roster. Permanent promotion and officiating promotion to Senior Scale should be ordered Railway-wise. This available permanent promotions and also obviate the need for making inter-Railway transfers for the sake of officiating promotions in Senior Scale. (c) Railway Administrations should be authorised to make ad-hoc officiating promotions for a period to twoo months only, instead of four months as at present, Railway Administration have been advised accordingly vide S. No. 73
