Obligation for newly recruited personnel in the Engineering and Medical Services of the Centre and the States to serve in the Defence Service. It was decided that physicians and engineers hired for class I railway services would be covered by the liability plan. There was no direct hiring for class II. The qualifications for employment in the fields of signal engineering, electrical engineering, mechanical engineering, IRSE, and DMIS in the medical department were modified.
