Railways B.B. and C.I. Primary education in railway schools is required. Where Rly. Schools provide instruction that differs from that provided by State Governments or nearby private schools Railway schools are allowed to charge fees as long as they follow state government policy and the primary education provided in their schools is equivalent to that provided in other schools. However, they can request that the state governments in question either take over the Railway schools or increase their aid grants to allow the Railway schools to make up for the lower fees
