With reference to No. 355, dated 23rd ultimo, regarding qualification tests for employment in the civil or political branches of the Staff Corps, observes that in the opinion of the Governor General in Council, nothing more is necessary that to bear in mind the Rule that, provided an officer be in any of the Departments enumerated within, then a year's service in such Department exempts him from the necessity of serving for one year with a Native Regiment as a preliminary condition of employment in the staff corps, but that any officer who comes from a European Regiment must qualify himself by serving with a Native Regiment for one year
