Fresh instructions regarding ban on creation / filling up of posts issued on 17.11.79, in pursuance of instructions received from Ministry of finance, in suppression of all previous ban orders- 17.11.79. 2. Trainee posts for payment of stipend exempted from ban letter dated 22.12.1979 3. Ref. 21/N Ministry of finance clarified that post of D.O. is distinctly higher and there fore, upgradation of this post attracts ban. U.O. date 29.1.80. 4. Clarified that there is no restriction for re-adjustment of staff according to requirements- letter date 10.4.80. 5. Temporary ban imposed on creation of new posts in respect of revenue expenditure except by matching surrender of live posts resulting in the deployment of staff rendered surplus. Restrictions on filling up of posts over 6 months/60 days (letter dated 15.10.81). 6. Filling up of posts relating to official language exempted from the above restrictions- letter dated 16.12.81 7. Creation of work charged posts ban- dated 3.2.82 and again relaxed vide W.L. dated 24.3.82
