Representation from S/S. St. Awatramani and C.C. Banerjee regarding seniority for promotion to Class II in the Engineering Department. Decision:- (i) The G.M., N. Railway informed that their relative seniority should be regulated by their order of merit in the panel in which they were considered suitable by the Selection Board. (ii) There should be no division of persons selected for promotion to gazetted ranks into suitable and entirely suitable. The correct thing to do is to draw up panels of entirely suitable men in the order of merit as laid down in Board's letter No. E44PM12 dated 12-4-46. (II) General instructions issued be Railways. (b) The whole conception of having names on the panel for short term vacancies only, is wrong and where the selection Board recommands the names of individuals for Short term vacancies in view of their inability to recommended names of suitable persons, they cannot be considered as selected
