All India Service (Discipline and Appeal) Rules, 1955-Interpretation of Rule 5 of-Decision:- (i) That the Question of production of evidence (Prosecution as well as defence) arises after the written statement of the officer is received and an inquiry is ocured, and (ii) That of the statement of allegation contains any specific reference to what a writers has stated that it would not be in accordance with the rules to deny the officer and access to the record
