C.P.C's Recommendation- Promotion of persons in cases where posts carrying more than one pre-31 scale have been allocated to more than one prescribed scale. Decision that whenever an additional post is created in the prescribed scale which may also come to be occupied by an employee entitled to pre-31 scales of pay the equivalent pre-31 scales of pay applicable must also be indicated. officiating posts but permanent promotions shall be made under normal rules
