With reference to his letter NO. 1002 dated 11th Ultimo, and previous correspondence, states that the Lieutenant-Governor is of opinion that the Paro Penlow may be recognized under the terms of section I of Act No. VII of 1854 as an Officer of the Bhootan Government duly authorized to demand extradition of criminals. Also that the Lieutenant-Governor sees not objection to the Commissioner acting on behalf of the Bengal Government in receiving such applications for extradition. Issues instructions for his guidance in such matters, and forwards an order for the enquiry into the truth of the charge in the present.
