Letter from Mr.J.Duncan, Resident at Benares, reporting that the Deccan merchants who bring goods for the market of Mirzapore have raised objections to paying 5 percent.custom duty but have agreed to pay 2 1/2 per cent. to be paid by the merchants who purchase from them, recommending the proposed alterations in the mode of collecting duties from the Deccan merchants, and enclosing a translation of an agreement entered into with the latter.
