Assistant Secretary - Acknowledges a letter dated 28th February last with an extract from a Public General letter of the 22nd July 1814 and submit copy of a letter from the sub extract Ware House Keeper explanatory of the nontransmission of books to the Court of Directors in 1812 - Suggests the publication of the orders of the Court of Directors directing that the grant of primary rewards to Civil Servants for proficiency in the Arabic and Iansunt languages after beaing the College shall be discontinced also whether some provision should not be made for a remmeration of expense actually incurred in the study of those languages by any civil Servant who may establish a statisfactory claim to it further suggests the expedcincy of providing for the grant of a degra of Honor for high proficiency in Arabic or San# to such servants as may merit it after leaving College - Recommends the establishment of a rules to be included in the next chapter of Statutes which may be enacted that no person
