Lieut. Governor - Forwards a Memorial to the address of the Court of Directors - & the explanatory correpondence which accompnied it from the Civil Servants of the Bencoolen Establishment complaining of the hardship to which they are exposed from the practicie of appointing persons from Bengal to the principal situations of that Establishment & soliciting relief.
