Captain Cowles proposition for detaching a party of Government Convicts to convey Cargo from the Boats very objectionable means must be procured on the spot for that purpose when required a Guard will be dispatched for keeping a Boundary Line round such of the Bankshalls as may be employed in fumigating the Cargo.
