Proposal of the C.P and S that in a case where the employee concerned seeks a transfer to another office purely as a measure of relief to himself or his family and is willing to be regarded as a fresh recruit (for the purpose of seniority) in the new office and gives an undertaking to this effect, there should be no objection to allowing the transfer and to regulate the seniority of the man in accordance with his undertaking-Accepted
