(1) Creation of a new political charge including the Sikkim and Bhutan States and certain portions of Tibet. (2) Grant to Mr. J.C. White, Political Officer, Sikkim, of a local allowance of R 300 a month to be met from Imperial revenues. (3) Proposal to convert the local allowance of R 300 a month into a personal allowance or give Mr. White a consolidated salary of R 1, 800 per mensem. (4) Proposal to relieve the Sikkim Darbar of the charge of R 500 a month which they at present bear on account of Mr. White's pay
