House building advance. Accountal of- in the Railway's Books. Decided that- (1) As the Provision of Funds has been made in India circle of account and there is to be no distribution of funds amongst different circles of A/Cs the amount of advance paid to the Railway employees may be booked by the Railway Acs. Officers concerned under the head- Loans and Advances loan to Government servant House Building advance. The recoverable made from the staff should also be adjusted under the same head. (2) No appropriation Acs should be prepared by the Railways in this connection. (3) In the case of employees transferred from one Acs circle to an other Acs. circle, in Acs officer effecting recoveries towards the repayment of the House Building advance should pass on the credit to the Acs officer who originally paid the advance and in whose books the amount is outstanding. Similarly the debits relating to the amount of subsequent installments payments drawn by an employee in an Acs circle different term that in which he drew the first installment of the advances, as a result of transfer or for other reasons will also be passed to the Acs. Officer in whose books the first installment of the advance is recorded
