Decision that pay equal to the difference between the pay drawn in an offg. post and that admissible under the normal rules in a higher post may be granted by head of a Dept for the time it can be certified that the Railway servant would have continued to officiate in the lower post but for his promotion. In the case of promotions in the regular line the pay should not be restricted under N.B.P. all Railway servants who could be certified to have continued to officiate in the lower post
