The head of a Department may grant pay equal to the difference between the pay drawn in an offg. post and that admissible under normal rules in a higher post for the time it can be certified that the Railway servant would have continued to officiate in the lower post but for his promotion. In the case of normal line promotions, compensation should not be restricted under N.B.P. to all Railway servants who could be shown to have continued to serve in the lower post
